To obtain the Voivode’s letter of safe conduct, you must advance through the Miri Fajta quest at the Nomads’ Camp until the Voivode reveals that Marika has the letter. Return to Apollonia and find Marika to assist her in repelling wolves. During your conversation with Marika, choose these dialogue options to gain her trust:

• “He cares about you.”
• “I swear.”
