As part of the blacksmith's questline in the Wedding Crashers section, you'll be tasked with retrieving a cart. During this mission, Hired Hand Ventza meets his demise, and you can obtain the treasure map by looting his body.

Head to the Tunnel in the Cliffs, but instead of entering the cave, look for a large rock on the right-hand side. Lift the rock to discover Ventza's treasure, which includes:
